Does anyone have any real knowledge of sexual harassment laws in Korea? I know they are probably less strict than in the West, and, if not, then definitely not reinforced as strongly, but I'd appreciate any help.

And, no, I wasn't the one harassed. Today on her way to work, my wife looked out the bus window to see some creep in a sports car staring at her. The dude wouldn't stop, and soon my wife noticed that the b*stard had his member out and was fondling himself. She was smart and got the guy's license plate number. I'm thinking of pressing charges, but she doesn't think any good will come of it.

What do you guys think? And, if you know more about sexual harassment laws in Korea, what are our options?

Better to find out (if possible) if he is married. If he is, she should go have a talk with his wife (hahaha).

sounds like pubic, er... public indecency, not harassment....as your wife doesn't know the offender.
if you're going to press charges, do it quickly.

My colleague thinks that if there's no evidence there's nothing the cops can do. Which makes sense, I guess. Too bad. I doubt the wife took a picture of him with her camera phone.

In the west, there is probably little a Police Officer can do without other witnesses or evidence (such as photos) - except give him a bloody good scare (such as threatening to remove said "member" as evidence, while brandishing a large knife or pair of scissors), so here there is probably even less the Police can or will do. While I doubt that your wife would have liked to record the event for posterity, if the Police can't (or won't) do anything, it would have been nice to put a photo on the Internet so that he could be humiliated worldwide... or to somehow find out who his boss is and send it to his work...

From what I've heard, this kind of thing is pretty commonplace here actually, especially around girls schools. I doubt the police can do much of anything really, but report it.

Sexual harassment happens at work and generally isn't a crime (you can't go to jail, but you can be sued). Public wanking happens outside and is a crime. i wish I could tell you about Korean sexual harassment law but I can only assume it is vastly different from that in the west.

This has happened to me. I was walking along in the evening and a car pulled up beside me. The guy was talking to me, and he looked exactly like one of my uni students so I stopped to say hello. I realised it wasn't my student, and the guy was grinning from ear to ear and looking down at his lap and back up. I followed the line of his gaze and saw he was bashing his bishop like it was the first time he'd ever noticed he had one. I had some rubbish in my hand (was looking for a rubbish bin at the time) and I threw it through the window at him. He drove away fast.

My advice, report it to the police. They will be able to do bugger all about it now, but in the future, he may be on their files. You never know, this might give them a lead one day in a more serious incident.

Never laugh off these incidents. People used to think flashers were harmless. In fact, they are on a slow descent into worse things. Some serial killers start off as flashers.

You could even post up some notices in Korean, describing the man, his actions and giving his carplate number in big bold!

What evidence can your wife give the cops?


Edit...I re-read. She got the guy's registration. Go for it! He deserves some comeback for this. It may prevent a much more serious crime.

And after the cops....have your wife splash his license plate#, description of his car, description of the man, description of how he's a creep all over the internet....write it on your Korean city site, so Korean people, especially the women who live in your city can hear about his dude. Public humiliation is one of the things Koreans are mostly afraid of.
You may even design posters of the guys license plate # and car description, under the title "�� ��"and post it on buildings around the city (I've heard this is illegal... public slander is supossedly illegal in Korea Rolling Eyes )

This right here is the reason you should report it. Even if it's not going to help your particular situation all that much, knowing he's in "the system" makes it unlikely he will be getting away with it the next time he's reported.

Yup. Not even the truth is a defence against libel/slander accusations that may be levied against you. True or not, you could be paying money to the "injured" party.
