Well, love 'em or hate 'em, they did give the world some interesting things. For example, they gave the US the Statue of Liberty.

And for the first and second world wars, they gave the venue. At least for the opening and closing scenes.

Now, they give Europe the logic that they, the French voters, said "non" to the French initiated and largely French drafted consitution becuase the Brits won't pay an extra 4.4 billion EUR.

Here's how the 2003 figures looked:-




So we can see that the biggest givers are the Germans, 7.7 bn EUR and the biggest takers the Spanish netting a cool 8.7 bn EUR.

The biggest givers per head are those Dutch stalwarts - and they said "nee" to the Constitution too. Their share is 2 bn EUR.

The French on the other hand, about the same population as UK, paid a measly 1.9 bn EUR - less even than the Dutch.

The Brits are there with a net payment of 2.8 bn EUR - already 47% more than the French. But the French want that increased to 6.6 bn, more than 3.5 times what they themselves pay.

Worse is to come. The CAP (Common Agricultural Policy) soaks up 40% of the EU budget for 5% of the population and 2% of GDP.

The canny Brits want the budget restructured so that peoples other than French smallholders receive the larger slice of this cash and that is goes where it should. In addition, they accuse the French of refusing to budge and hence increasing the cost of food for all Europeans and preventing developing nations form having access to the EU marketplace.

Chirac told Blair that "he had been badly brought up". Blair kept stiff his upper lip.

But next month UK takes the revolving EU presidency for 6 months. It could be a most interesting interlude.

It is sometimes said that UK has no policy towards Europe. That is wrong: in the words of Sir Humphrey, British European policy has not changed in 500 years - it is still disunity at all costs.
