Most large organizations adopt a grammar guide as their organizations English language rule book. In The US, the guide is usually The Chicago Manual of Style.

On The BBC website, they use abbreviations and thats OK but the rules seem to change.

British Broadcasting System = BBC
Acquired Immunodeficiency Syndrome = Aids
Shouldn't that be "AIDS"?

That seems to happen naturally after a word enters into common use, and doesn't obviously look like an acronym. You couldn't say BeBeK (BBC) so it's just BeeBeeSee.
Words like Light Amplification by the Stimulated Emission of Radiation and Self-Constained Underwater Breathing Apparatus aren't written in all caps anymore.

I assume that's the reason, anyway.

Maybe if you're a school boy. Otherwise it would be AP style.
