I think what Cheney should have said is that the insurgents are unable to stop the political process, hold territory or stop the training of the Iraqi army.
The US will be able to move its forces out of Iraqi cities by 2009 to bases in northern Iraq. By that time the Iraqi army will be able to fight the insurgents themselves with air support from the US.

The insurgency might go on for 20 years but it probably won't be at the same level it is now after five. The insurgents eventually will be something like the IRA, - a group that is more a terror organization than a military one.Something that is no threat to the state. |
