The government said it would require schools to expel teachers who are involved in sexual molestation, test irregularities or bribery from next month.
But incompetent teachers will be able stay under the new teacher evaluation system which will be introduced in September.

The Education Ministry yesterday announced revised laws that will expel teachers whose crimes are so heavy that they bring on public criticism. The teachers include those who 1) commit sexual crimes against children 2) leak test questions or manipulate school grades and 3) receive bribes from parents.

The current law faced strong criticism from parents, students and teachers because it enabled disqualified teachers to be reappointed in five years even after being dismissed because of their immoral acts.

The ministry said it will form a council, consisting of teachers and parents groups, to fairly examine whether or not a teacher should leave the school forever.

The ministry said that it would not expel incompetent teachers, in an apparent bid to sooth concerns of teachers' unions who believe that the new teacher evaluation system would work unfavorably for teachers.

The Education Ministry planned to introduce a new teacher evaluation system in 2007 in which not only a principal but also students, parents and teachers assess teachers, but the schedule for its trial run was delayed because of vehement opposition from teachers' unions.

Yeah, this is gonna work - for the teachers who distort grades and accept bribes from parents... hahahahaha

I dont know much about the teachers unions in korea, but the ones here in japan seem to only be in existance to protect lazy foreigners from losing cushy jobs. They complain about really trivial things. Are the ones in korea like that?

Bill would be tougher on immoral teachers
Teachers found guilty of immoral acts, including leaking exam questions, grade manipulation, bribery and sexual harassment, may be barred from schools permanently under a bill being developed by the Ministry of Education and Human Resources Development. The teachers would be permitted to work at private academic institutions, commonly known as hagwon.

Does this mean that we will have to quit participating in the charade that is ESL in Korea and fail 90% of our students, just as they deserve?
