If I do not have an ARC card becasue I was let go from my job in the first two weeks do I need a letter of release? |

Yes, because your current visa is sponsored by your (last) place of work...
I could be wrong, but I am pretty sure I am not. |

I always thought that you had 3 months from the day your E-2 was issued to get your ARC and register with Immigration or your E-2 would expire. |

That's my understanding too, but best check with efl law to be sure that nothing's changed recently. |

I was fired though within the first two weeks, I did not go down to get that ARC card in that time. From what I gather I think that I do need a letter of release to find another job even though I do not have an ARC card. |

That sounds correct to me. You have 90 days before you must register for an ARC. |

You need the letter if you want to find another job NOW, but if they won't give it to you ( safe to assume that's the case, since you're asking) then once that 3 months is up, you can find a new job without any complications from this one. |
