has anyone successfully withdrawn from their kookmin account in parts of asia, or even further afield?

I heard that you could use them during Korean banking hours, but I wasn't able to do so last week. Evidently, they block foreigners from using them when they're outside Korea ... I was able to get a cash advance on my Kookmin BC Card Visa, though ...
