Not enough information given.

It depends on:
where you are from/what your passport country is,
where you are travelling from,
how you are travelling/arriving in China,
and what your itinerary is.

Quick answer is yes and no.

If you are travelling by air, then the Chinese immigration at your arrival point won't care BUT the airline won't board you without proof that you have passage out of the country.

If you are travelling by boat, then no worry.

Thanks for the help. Just to provide more information:
- I'm a U.S. citizen
- I would be travelling out of Seoul
- On a plane
- And I would be arriving in Shanghai where my tourist visa would be changed to a working visa

You may get lucky. Tell them you are meeting a boat in Shanghai. Be prepared to purchase a REFUNDABLE one way ticket out of Shanghai going to somewhere that you don't need a visa.
