Personally, I think that without a test, they all all bravado. I think years down the line they may have a successfull test, then launch... but right now, I do not think they have the capabilities.
However, others dissagree:

Defense Minister Yoon Kwang-ung said Friday Seoul has no doubt that North Korea possesses nuclear weapons.
``The government believes North Korea has one or two nuclear bombs," the minister told the National Assembly Defense Committee.
Asked by an opposition member of the committee whether the communist state has developed or manufactured nuclear weapons, Yoon said the government has no doubt that Pyongyang possesses an atomic bomb. |
So, do you think they have them? |

They have the warheads, but they don't have missiles they can reliably launch them on. I don't even think they could reach Japan with reliable odds with the missiles they have, honestly. |

In all likely hood they probably have what I would a "nuclear device". I doubt that they have what could be termed a "nuclear weapon". To be a weapon it must be deliverable and I seriously doubt they have the capability of accurately/reliably delivering their device to a set target.
The DPRK's missiles are based on the 1950s era Soviet SCUD design. All well and good for lobbing explosives/chemicals toward a target. But not so accurate or reliable. My guess is that the DPRK knows their limitations and would be more likely to mount their device on some other platform. Any fool can build a nuclear bomb but actually fitting one onto a missile is an entirely different matter.
IMHO, the DPRK would/should consider a ship based weapon. Rather than have a missile or bomber deliver their weapon they should mount it on a ship and detonate when in proximity to a coastal target. Nasty but not quite as effective. Also risky as the North's ships are watched and tracked (remember the delivery of SCUDs to Yemen a couple of years ago).
Personally, I am not worried about the North's nuclear program. In fact I do hope they conduct a test. Recently the DPRK has seen that their brinkmanship tactis are simply not working as they had in the past. My theory is that rather than back pedal and try a softer approach KJI will up the ante with a nuclear test or the appearance/ threat of a test in the near future. Course no-one knows for sure. |

Pretty even on the votes so far. I gues it goes to show how well the DPRK actually hides their info. |

I'm guessing a handful of the missing Soviet nukes ended up in NK...and if you're not worried, well, sure, they have unreliable missiles, but all it takes is a single Nork spy with a suitcase to wander into Seoul. Don't need a missle. |

As I said in an other thread, it's all moot because South Korea probably has some of their own, so North Korea won't risk using theirs. |
