Some 300 foreigners live in North Korea, 90 percent of them working for international organizations. The remaining 10 percent are people who come and go on business, a handful of Western journalists, and five English teachers.

Why are they ordering out all the NGO workers? Especially in light of the strides made at the last 6-party talks, it seems like the timing is a bit odd....

Not at all. It's just one more case of the media not getting the full picture. It's safe to say that there are a few CIA angents planted under the guise of being NGO workers in NK, or at least that NK suspects there are. If NK has a big secret to hide, say the fact that they haven't stopped developping nuclear weapons, what would the first logical step to take? Then again, knowing how crafty the NK government can be, they might just be trying to create the impression that something is amiss.
