Have you noticed the storm grates have pieces of cardboard or wood blocking 90% of them? I've noticed in my neighborhood and a place in Gangnam the grates are partially covered. This seems to defeat the purpose of having storm drains. I suspect they're probably there to keep leaves from flowing into the drains and clogging them.

You'd think they would learn. 3 years ago subway line 7 flooded south of the river in part due to this. Other lines also had some damage.
