Crime Rampant in Provincial Towns
Crime is more rampant in provincial cities like Jeju, Mokpo and Gumi than in the big cities of Seoul, Busan or Daegu, a recently completed study finds. The 2004 crime report issued by the Supreme Public Prosecutor's Office after reviewing statistics from all investigative bodies, the town with the highest rate of criminal activity was Jeju with 9,966 crimes per 100,000 residents, followed by Mokpo (6,117) Gumi (5956), Gangneung (5,701), Suncheon (5,634) and Pohang with 5,215 crimes.... the crime rate seems to be especially high in coastal areas.

Public morality offenses like adultery, lewd conduct and gambling were most rampant in March and October to September, suggesting a link between such offenses and popular seasons for Koreans to go on outings. Sexual assault increased from less than 1,000 a month to between 1,000 to 1,100 cases between May and August, when clothing becomes more revealing.

Is it any wonder that public morality offenses, which I would assume to include doing it in public, are so common when young people have no space or privacy? Its either do it in the park or the DVD bang here.
