I thought they already had those.. or essentially do.. connected to your savings account.. a 'debit card' but acts like a credit card in the sense you sign, swipe, carry around a card, etc.

They've also had those other credit cards where you pay your entire balance at the end of the month - as opposed to accumulating debt month-by-month.

I think the idea is to have something that is not connected to any account on a long-term basis, so you don't have to worry about your account numbers being stolen. Good for ordering something through the Internet, for trips, as a gift, etc.

They already have them in Korea. My wife received one as a gift a few months ago. You get a limited amount of time, say 3 months, to use up the prepaid card.

American Express and Mastercard offered those years ago. You could buy them at 7-11s. If I remember correctly, the program was pulled when security concerns came up about security issues involved in having unknown people with cards and the fraud that might unfold.

This is a very small change from secured credit cards which have been around a long time. All they seem to be doing is making a secured credit card seem cool and responsible rather than a last resort for those with poor credit.

It seems like a good idea, but is it?

The company takes the money up front, thereby earning interest on the consumer's money while it is not being used. Then, the company charges ��5 to put more money on it, no matter what amount. A great deal for the company.

And what about the consumers? They lose the interest (a very small amount, but something) and then have to pay for the privilege of paying with their card, through the act of charging it up again.

Since it is for "small" amounts anyway (the article states not more than ��350), and the consumer already has the money to begin with, wouldn't it be better to use a credit card (if you are buying online/over the phone) and pay it off at once when the bill is received, or just use cash?

For those unable to get a credit card - a good idea, needed for Internet/phone purchases. For the rest, a gimmick.
