It appears rules for the presentation of official transcripts have changed since I last worked in the ROK.

The issue is the word sealed. To me the word sealed means that the university affixes its SEAL onto the transcript, and thus, it's official. Then I've heard the word sealed to mean SEALED IN AN UNOPENED ENVELOPE.

Who has mastered the syntax here; i.e., who knows definitively TO WHOM, HOW, and INTO WHOSE hands are transcripts now delivered -- the school, Immigration?

For my current job which started Sept. 1, I was instructed to have my university send official transcripts directly to the school. Nothing was said about a seal. If my experience is typical, then 'sealed' means an unopened envelope.

Having just gone through this - an original university issued transcript, inside a sealed[unopened] university envelope that has the official uni stamp or seal placed over the area where the flap is glued to the envelope. When you order your transcript from the uni you need to specify that you need the additional seal/stamp on the outside of the envelope, over the flap.

Right. The purpose being that no one can tamper with it (ie fake their transcripts) on its journey between your university and the Immigration office.

I applied for a C4 visa the other day at Cheongju immigration and brought my own transcripts which I had earlier sealed myself. The envelope being unopened seemed to be Mr Immigration Man's only concern.

I'm not sure why, but this amuses me. I think Mr. Immigration Man in Cheongju has missed the point. But good for jaganath69.

I've just recieved my visa issuance number thingie.

To obtain it was pretty straightforward. I ordered sealed copies of my transcript and forwarded them to the school with a couple of photographs and my new contract. The transcripts were sealed in that they were in envelopes with my uni's address on a little 'if not delivered return to xxx uni' with their address. It must have satisfied them as I have my number.

To clarify the London embasst were not interested in sealed transcripts, only that I had my visa issuance number. The number is obtained by the school after they've sent the necccasary application to the education-immigration people.

I just hope that once you're accepted once that I wont have to bother with that nonsense in the future, like the fingerprint issue which is a one time deal.

Chances are the immigration people haven't got a clue as to exactly what the rules are. As it seems that we frequently hear of people getting the runaround by immigration folks.
