This is from Penn-in-Seoul's internship program. Just out of curiousity, can interns teach legally?

If they do not have a Bachelor's Degree or higher, they cannot teach. Simple as that. Unless of course they have a VISA (F-series, I believe), which is different. I'm not too sure about the rules on that.
