Would a TEFL cert ever be adequate for E-2 visa requirements without a degree diploma as well? You cannot get a reputable TEFL cert without a degree. The reason I ask is that I have to wait until November for my diploma but I already have a TEFL cert. Surely this should show I'm adequate to teach english. I know the answer is probably no but the inflexibility of these requirements is a little silly. How would I fake sealed transcripts and a signed and dated letter from my uni on official paper. Using a fake degree would be easier but thats out of the question of course.

The degree diploma is required by immigration and is non-negotiable if you want an E-2 visa (legitimately).

I did my TEFL certification in a semester-long program during my sophomore year of university, long before I graduated. So, having a TEFL cert doesn't guarantee a university degree.

As for the regs being silly and/or inflexible, I won't argue with you there, but it is the way it is . . .

You can get a reputable Tesol certificate without a degree. There were people on my Trinity TESOL cert course who were only educated to A-level.
