Say there are two villages in Africa: VG and VB. VG has good soil and VB has bad soil. The villagers in VB are starving so, an outside government (OG) brings in bags of food to feed the VB villagers. Now, what will happen?

First, the OG must continue to feed the villagers, the soil is still bad. So, a little later everyone is healthier. Now, the babies aren't dieing shortly after birth. Now there are more villagers to feed - and more and more and more.

And if the OG decides not to feed them anymore. Do the VB villagers have any other option besides going to war with VG to obtain the good soil?

So, the VG villagers need to buy guns from an OG but they don't have any money. They can sell some of the villagers into slavery. They can invite an OG in to protect the village. But what do you think these outsiders will want in return?

While the VG villagers are deciding what to do, the VB villagers 'acquire' half of the VG using sticks and stones. So, with no other choice, the VG villagers sell half their crops to buy guns from the OG. However, at the same time the VB villages are selling half their 'acquired' crops to buy guns from the OG to protect their 'acquired' land. Now, bullets are flying. People are dieing. But they still need more bullets so they continue to sell their crops to buy more bullets from the OG.

The OG invested a couple of bags of rice and now they are reaping their return on investment; they are getting bags and bags of crops.

And is the OG to blame for any of the problems that the VG villagers now face?

They are only feeding and providing protection for the needy.
