So many people are voting for Storm Shadow but do you realize that he wasn't really commited to the creed of Cobra? Storm Shadow only joined Cobra to get revenge for his ninja masters assasination. Then he joined up with the sissy Joes. Then Back with Cobra ad nauseum.
Cobra Commander was totally awesome until that bastard Serpentor showed up... but then he started changing into a snake and that was cool too... He still has the best voice in any cartoon.
And what about the Baroness? She was way hotter that Scarlett. Evil too.
