the money should also be put into a "reforrestation of hillsides" programme, to make up for all the years of widescale, illegal blind-eye logging that has gone on. Mudlsides have become commonplace in Phillipines. if you damage nature, it strikes back.
Palm trees may provide coconuts but natural forest has deep roots to secure the soil.
