Thanks on the "beware of mountain fires" thing- does anyone know what this means?

Background on this is that they're photos taken by a cool guy who came to Korea in 1945- he's an 82 year old veteran who recently started uploading the scans and is really enjoying finding out information about things he saw as a young man.

So yeah- any ideas?

the first 2 characters = ���� [����] : federation/association

no idea of the next two, sorry

I studied Chinese while working in China. Not sure if it's the same in Korean, but in Chinese the last two characters mean something like "celebration(happiness) of the army", so the whole thing is like "celebration of the army together"?
