no-fail grading policy in korean public schools?

I have a friend working at a Korean school overseas, and they have a no-fail policy in the secondary department (all courses -- not just english) so that, even if a student doesn't do a single assignment all semester, they must receive a minimum grade of 70.

Is this policy followed in Korean public schools on the peninsula? I've never worked in one, so I didn't know how to answer her question. Anybody have a clue?

Students are never held back a year in the public schools. They might get targetted for extra remedial classes or eventually get streamed into vocational schools, but different ages (even by a year) dont mix easily in the Confucian system.

yep, all students pass. However, they have to apply to high school. Don't do well in middle school then don't get into a good high school. Don't get into a good high school then don't get into a good university. Don't get into a good university then kiss that dream job of work 80 hours a week at Samsung goodbye.

I dealt with that "no fail" policy in China. Thank goodness my hogwon here does not adhere to that.
