Paint Shop Pro - can someone answer some questions?

I've been using Paint Shop to play around with some of my pictures lately - mostly in making "scrapook style" layouts.

The majority of what I know is self-learned, so I'm pretty limited in what I can do Embarassed I have been through some websites to sort some things out, but one of the things that I just can't ever figure out is in what types of layers to use - vector, raster or art media?

I usually go with the default (raster) but then there are certain tools that I use which require me to change to a vector layer format. So, I've swtiched and started using vector layouts....the opposite then happens and I get a mesage telling me I have to use a raster layer. Argh!

Can someone who works in PSP sort me out and explain the difference (in simple terms!)? And, when can I use art media layers instead?
