You should be able to get one anywhere that has a foreign exchange desk and since KB* is the Western Union agent in Korea I am very surprised that they told you no. Did they try to sell you the Western Union service instead or did they just not understand "MONEY ORDER" ?

Go to another bank. I have got them from Woori, Shinhan, and KEB in various cities in Korea with no trouble.

You do NOT need an account to get one.
You DO need your passport if it is in a currency other than Korean Won.
(foreign exchange).

When I was in Ulsan I went to the KEB (Korean Exchange Bank). If you go towards the river from TGI Friday's (next to Lotte Mart) on that main drag there it'll be on your right. On the second floor of the bank is the international banking where money orders can be made out. They (KEB) have a branch in New York from which the money is paid out. I've used those and never had a problem buying stuff by mail order in the U.S.

They wanted to see a passport. They didn't care if I had an account with them.

Kb and KEB are different banks. In Ulsan hunting for International Money Orders I was told the KEB is the only bank that makes them out.

for money orders deal with KEB! They were always fast and efficient when I dealt with them.

KB does have money orders but its a pain in the but to get one...poorly trained staff at several branches I dealt with.

Nonghyup also has money orders....sometimes an ordeal to get them but
