ALL military base areas have their own 'black market underground' shopping areas, just like the (in)famous ones in Seoul (near Yongsan) and Osan/Pyoungtaek (Songtan).
I would well bet you have one in Uijeongbu. Maybe someone else here can help you out with that one - try re-naming your post to something like 'Underground/Black Market Shopping near Uijeong-bu.'
