Stopover tax?!?

I have a friend who is flying home from China back to America and she has a stopover at the Incheon airport for about 15 hours. I wanted to see her but she says there might be an expensive tax if your plane doesnt stop here and if you just have a layover. Does anybody know if this is true or not and how much it is?

A layover of 15 hours means the plane stops here and she is changing airplanes. It is NOT a continuing flight.

Assuming she is American AND holds an American passport then there is NO PROBLEM.

When she gets off her airplane from China to here, simply go through passport control and enter the country. She can visit you here.

When she is ready to leave:

IF she already has her boarding pass - simple go through security and passport control and get back on her next plane.

IF she does NOT have her boarding pass, then she will have to go to the check-in counter and present her ticket to get her boarding pass for her next flight, proceed to security and she is on her way.

There is NO entry or departure tax for "visa waiver stamp" foreigners leaving Korea.

If she is Chinese (traveling on a Chinese passport) then she cannot leave the secure zone (transit zone) of the airport.
