I went to the ATM today to withdraw some more cash but it only let me check my balance (I do have plenty of money in the account). I went to another one and it was teh same thing. It said to contact my bank. SO, on the back of my bank card there is an int'l number: 210-677-0065 and an American 1-800 number. I have no phone in my apartment and no cell phone because I don't have an ARC yet. I have 21,000 won left in my wallet. How do I make these calls? Is the international number free too? Do I need a prefix before 210? Do I need the American 011 prefix before the 1-800 number? Can I do this with no money or do I need to buy a phone card or something? THis is a great way to start my weekend! Any help would be appreciated.

Also, does anyone know where the nearest Citibank is to Itaewon and if they are open today? I was thinking I could just go there since it is a citibank card.

As an update, I shoved a bunch of 100 won coins into a Korean payphone and tried to dial the numbers every which way but only got a "This number is not in service message." Any ideas?

Most likely, you need to dial 001-1-210-677-0065.

It's going to be an expensive call from a payphone if you don't have a calling card, though.

If someone in the US is calling someone in Korea, that person will dial:
011-82-area code without the 0-number
(For example, if your phone number within Korea is 041-555-1212, from the US, your phone number is 011-82-41-555-1212.)

If someone in Korea is calling someone in the US, that person will dial:
001-1-number with area code or 002-1-number with area code, depending on your phone service, I think.
(If your number in the US is 608-867-5309, from Korea you dial 001-1-608-867-5309 or 002-1-608-5309.)

Buy a phone card...

The cost to call direct is prohibitive...

If you do want to call direct you will need to get an international trunk line.

001, 002, 00388, 00700, are examples. There are others but I don't remember them off hand.

001 is KT and is the MOST expensive choice. 002 is Daycom and is much better but still expensive from a pay phone. The others work best from a cell phone.

001-1-210-677-0065
002-1-210-677-0065
00388-1-210-677-0065
00700-1-210-677-0065

Thanks! This has worked with the calling card. Of course, the operator told me to call back in 45 minutes because the citibank computers were down. Thanks Citibank!
