I see it happening more 'despite Bush' not 'because of him'.

His screw-ups are creating markets for private enterprise to make a buck on something that the current administration can't seem to get a handle on - gas prices.

Oh, anything that happens under a president's watch gets affixed to his name whether intentional or not? Okay.
