Okay, so here's the deal:

I have an F-4 visa, so I have no problems right now. My boyfriend, however, is here on a tourist visa which expires on August 13th. No sense in preaching about teaching on a tourist visa, because we're beyond that and the visa run is established to be the 3rd week in September, and moving the visa date isn't really possible.

So, he's here on a near-expired tourist visa. We can arrange to have a one-way ticket for him out of here to show immigration, but what's the max they'd extend it anyway? Another whole 45 days until the visa run (which of course couldn't be mentioned to them)? From what I understand, we'd be LUCKY if they extended it even 30 days, which would help some, but by the time the visa run came, he'd be around 10 days overstayed. Making two trips out of country for two new tourist visas is too expensive and unreasonable really.

Any suggestions?

Is there any way he could apply for a C-3 90-day visa or something similar, or is it too late for that?

Please please PLEASE any useful advice or help on what we can do would be hugely appreciated!

Best bet is just jump on a ferry to anywhere. Incheon to China or Busan to Japan...
It doesn;t matter where he goes just as long as he does. Out on one boat and back on the same boat return trip will be sufficient. He won't even need the chinese visa cause he won't be entering the country. Just a boat ride. All that matters is that he has the exit stamp from Korea.

If he has an extention for his airticket then he will likely only be allowed 2 weeks but they can grant up to 30 days.

He can't get any visa (except for G1 or F class) from inside the country IF he is here on a B1/B2 tourist stamp. If he is on an E2 that is expiring then he must make a jump out and back.

Just make sure that you get that visa run in the third week of September paid for by the new place(I'm assuming you are referring to an E-2 visa run, right?). That way, you'll only have to pay for one. Sorry, but I don't see any other ways than the ones that the previous poster mentioned, unless your b/f gets a position elsewhere sooner(that paperwork processing may not even be possible with only a few days remaining on his current tourist visa).
