Is it possible for me to get a student visa without leaving the country?

The school gave me a letter of acceptance (only in English) and told me to bring that and my tuition payment receipt to a consulate in another country..

I asked them why I couldn't just do it in country... the mere mention of such a ludicrous proposition sent his face into a contorted mess...

Surely it's possible right? and are there any other forms I need to fill out (I have a feeling there are)

Talk to your local immigration office. They MAY allow you to make a "Change in Status of Sojourn" provided you are NOT here on a B1/B2 visa waiver stamp.

Take your passport, ARC, required documents for your STUDENT VISA, application for change in status of Sojourn (from the desk at the immigration office) and 60,000 won.
