Before I leave, I would like to get my diploma. I arrived in June. Should immigration still have it, or should the school?

Your school is holding your diploma. Immigration does NOT keep that document, They just make a copy.

why anyone would let someone hold onto their documents is beyond me!

Talk to the director and tell them you want your diploma back
