I have an F2 Visa and am in Korea now.

How and where do I get a Multiple Entry stamp?

I've head I get them at the Incheon airport. If so, where?

How much does it cost?

Cheerio.

you can only get single entry stamp at the airport...go to the immigration office, fill out a form, pay 50,000 won and you'll have your stamp in 30 minutes or less

Does all that apply for an "F-2" visa, too?

I've got an F2, which is kinda different from an E2.

Could have the misses phone immigration, but I always like to have something resembling a second opinion before I go asking for immigration's official "answers."
