The story behind this is that a guy witnessed this creepy old dude waiting for schoolgirls in front of a high school. The guy did it several times, so he took some pictures. When he showed them to the police, they told him "We can't arrest him unless we catch him in the act." It's also been pointed out, though you can't see them in these photos, that the pervert's car has a child car seat in it, so he's a father.
Hopefully the people of the Korean Internet are going to track this guy down and teach him a little lesson. If the pictures go down, I've copied them so they can be rehosted; chances are the government will try to ban them soon.

| Unless this is a foreigner, those girls are out of luck. Perverts are sort of a rite of passage for middle school girls. Few graduate without seeing at least one flasher. It's of no interest to authorities, so girls accept it as normal and treat it like a joke. |
