Have been told on various occasions that Seongnam City and Education Boards salaries are capped at 2.200.000.

Anybody know if this is in fact the case?

i cant say for certain as i have no clue where that is, but most programs like EPIK and GEPIK has rates that go up to 2.7 million, i believe, so i think this might be a bunch of garbage. maybe for YOUR level, it caps at 2.2, and if you get a TESL or MA or something you can go to a higher level, but then they should have said your level is maxed out.
I would seek more details. Maybe someone is trying to shaft you. but it is hard to say without any details.

Was told it maxes out at 2.2 making my MA and Celta rather superfluous.

Its a public school position I've just signed for so they have to be transparent.Wouldn't trust recruiters much on it.

Short of spending an afternoon on the phone with Seognam Education Board has anyone working for Seongnam public schools received MORE than 2.2?

I believe that the levels are as such..

level 1 2.2 million
level 2 2.0 million
level 3 1.8 million

That being said, for signing a second contract there is a increase above the level one on subsequent years if your school deems you worthy. For a teacher just starting in the public school system im seongnam, I believe that 2.2 is the max you are going to get your first year.

Im in my first year working at a public elementary school in Seongnam and am being paid 2.3million as Level 1. However, I think it depends a little on who your recruiter is. When I was at the orientation there were definitely a range of pay scales that people had been placed on. So id ask around a few different recruiters.

GEPIK PAY SCALE:
② salary :
2,300,000 won per month (Level 1),
2,000,000 won per month (Level 2),
1,800,000 won per month (Level 3).

GEPIK Level Qualifications:
LEVEL 1:
◎ A Teacher's Certificate for elementary or secondary school with at least two years of full-time teaching experience at accredited institutions .
◎ An English education certificate as TESOL/TEFL comprised of a minimum of 100 course hours with at least two years of full-time teaching experience at accredited institutions.
◎ A Master's degree with at least two years of full-time teaching experience at accredited institutions

LEVEL 2
◎ A Teacher's certificate for elementary or secondary school
◎ An English education certificate as TESOL/TEFL comprised of a minimum of 100 course hours with a Master's degree
◎ A Bachelor's degree with at least one year of full-time English teaching experience at accredited institutions
LEVEL 3
◎ A Bachelor's degree

EPIK PAY SCALE
2,500,000 - 2,700,000 won (Level 1+)
2,300,000 - 2,500,000 won (Level 1)
2,000,000 - 2,200,000 won (Level 2)
1,800,000 - 2,000,000 won (Level 3)

Since the OP claims to have a masters degree and TESOL qualifications the only question left would be: Does the OP have the VERIFIABLE experience in the classroom at an accredited institution to place him in level 1?

IF the answer is YES, then he should be at Level 1 within Gyeonggi Province. If the answer is NO then he will have to start at a marginally lower level and spend a year to get bumped up.

As a side note, (with NO proof beyond heresay) I don't think GEPIK is going to allow anyone to start at 2.3 without experience in Korea anyway.

I believe the guy replacing me is getting a 2.2 salary, plus the new 100,000 bonus per month for having a TESOL cert(it's not a CELTA or Trinity either). So that would have him at 2.3.
