Why do they build office buildings with stairs going up half a flight before you can get to the elevator? An example is Suwon immigration. They have built 3 new buildings in my town like this, so it is not because of old construction ideas. And none of these buildings are on hills. So does anyone know why they build half a flight of stairs before offering access to the elevator?? Even beyond the wheelchair problems this poses, I can't figure out why.

i can only assume that the architects who designed the building are trying to remove themselves from a western notion of elevator access...
