The nation's governors sought help Thursday from Defense Secretary Donald H. Rumsfeld in their ongoing fight against proposals in Congress to give President Bush more control � and governors less � over the National Guard during disasters.


It is the Constitutionally guaranteed right of the States to raise and maintain a militia. This right was specifically included in the US Constitution to prevent the central government from imposing its will on the States via force. This is non-negotiable. This cannot be allowed to be changed. In fact, it cannot be changed without an Amendment, so these changes to the law are bound to be rescinded in the SC, but why let the power be held even for a short time? Bush has shown he can do incredible amounts of damage in very short periods of time.

Adding to their worries, the NGA said, the Senate approved-version of the legislation would give Bush similar powers by redefining the Insurrection Act, a Civil War-era law that's rarely used.

"It's a basic reshuffling of the balance between the states and the federal government," said Arizona Gov. Janet Napolitano, chairwoman of the NGA. "It's ill-advised. It's a bad idea."

The president took it on the chin for not sending in help.

His hands were tied because the Governors of said states did not activate the National Guard units.

If local authorities want the powers then they should not blame the feds when they can't respond to a Cat 5 caine.

Who is whining about what is not the issue. If a governor fails to do his or her job, the people have very right to do something about that with their votes or a recall. Altering the balance of power between the federal gov't and the States is a very different issue.[/list]
