For those who've been to Bali, can you suggest a good budget hotel under $25 a night?

The Aquarius, a little ways north of Kuta beach near the shopping mall. Nice hut-style rooms in a long garden area with a pool and a good hotel restaurant. When I was there in '04 it was about $12 a night. Good deal. Try to find a hotel set in a garden area as Kuta can be really noisy at night.

Agung cottages, around 20 US a night now, I think.

When they say single or double, does that refer to the type of bed or the size of the room?

Usually occupancy. Whether staying in a hotel alone or with my wife in Indo, I pay the same price.

Just down the road from Agung is the Dewa Baharata Bungalows (I think that's the name). It was 150rp a night including bfast and tax. They had aircon and tv in the rooms and a nice pool. It's set back off the street so it's like a nice break from the bustle of the street. Nice gardens too, I liked it better than Agung. I just spent 3 weeks in Bali and there is lots of accomadation available. I booked my first 2 nights in a more expensive place on the internet then during the day walked round till I found a place that I liked within my budget.

Forgot to add, went there with my wife in Feb and she booked us a room at Casa Padma in Legian where we got a suite for $33 a night; they usually go for over a hundred. Real nice boutique hotel, far enough away from the noise of Kuta, but close enough so I could stagger home in a drunked stupor on football nights. There is a huge pool and its about a 3 minute walk to the beach. She booked it through a travel agent she knows in Jakarta, so if you want the name, just PM me and I'll send it on to you.
