During film festivals, they frequently have films with English subtitles. Some Korean films they suspect will have some international appeal they will have a select theater play the movie with English subtitles. (Although the last time they did that was with President's Last Bang and before that was Shilmido or maybe Taeguki.) But that is quite rare. Any larger attempt to regularly and more widely show Korean films with English subtitles has not been very popular with Korean audiences. Koreans are like North Americans in that they don't want subtitles on their movie screens. Foreigners make up an extremely small % of the population and they'd rather not piss off their bread and butter Korean audiences.

That said, they release almost all Korean movies on DVD with English subtitles. You can go to DVD Bangs with your snuggle bun and watch them in a more theater like setting.

Also Seoul Selection (google for it) has regular screenings of Korean DVDs with subtitles.
