I was out walking and noticed that some of the former garden lots in the neighborhood are being used as landfills. One of these seems to be mostly full of plastic containers. There was a man picking up trash around it and I've seen a few older women picking up trash. Are these just do-gooders or are they paid for their services? Does the recycling program in Korea entail finding one of these mostly plastic landfills and tossing your stuff in there?
