Mods, I'm not sure what words are and aren't allowed on here, so modify if necessary (I won't curse though).
So this morning, as I'm leaving for work at about 11:40am, I begin to walk down my stairs. I'm on the second floor of a 3 storey building. I am halfway down the first set of stairs (on the way to the first floor) and on the landing I can see a man standing there. He is Korean, late 20's to mid 30's (not good at judging the age of Korean people). I've seen him before in the building, and am pretty sure he lives in one of the apartments there.
Anyway, at first I could only see his feet, as he was leaning with his back against the wall on that landing between the first and second floors. Didn't think much of it, and kept walking. Got to the landing and noticed that the man had his pen15 out of his jeans, fully out, and was giving himself a good wank out in public for all to see. Now needless to say, I was in a bit of shock. I proceeded to cuss him out in English, completely forgetting that I had the ability to cuss him out in Korean (which he may have understood better).
Well then the guy has the nerve to look at me and say "hi", while smiling and waving, the other hand still strategically placed on his member whilst he shook it at me. I cussed him out again, and walked at a quick pace to work.
Informed the other foreigner I know in the building to watch out for the guy. Needless to say, we are both a little miffed, since there are families in our building, and it could have been a young child who came across the man while he was keeping himself... occupied.
Anyway, I'm a little nervous to head home tonight. We're planning on going to the landlady and try and figure out who he is, and we're calling the police as well.
Anyone think they'll believe me...a young 20's, white, foreign female??
Sorry for the vent. I know it's not a Korean thing, that there are perv's in every country, but I've never dealt with law enforcement in Korea before, so I just want to know where my chances stand.

It was your fault for putting yourself in that situation.
Ahem, seriously you're sure it wasn't one of those weyguk male sexual predator teachers that prey on Korean women? if it was, we will do something about it, probably even tell the national media. If not... you're s*it outta luck. |

What a wonderful thing to see on your way to work.
Calling the poilice is useless: they'd only snicker. Contact your boss as well as your landlady, and complain. Your boss might call the cops for you. ( Mine did after I told him about a peeping Tom; the cops didn 't do much except scare him off, but it's better than nothing. ) I take it your school had given you the (villa-it has no elevators, right?) housing, so it's your boss' job to deal with niggling issues with the landlady. If the landlady doesn't give a stuff, (heck, he could be her husband), next time you see the perv at it, take a pic and show it to her.
Heck, if this persists, photocopy the photo, have a Korean friend write a warning, and plaster the pic all over the neighbourhood. |

Yep, snap a picture and post it, with his adress, on the internet. You could even get his name from any envelope in his mailbox. then hand him to the netizens. |

Thanks for the replies guys - I kind of figured I'd be out of luck.
Yes, my apartment has no elevators. I had no choice but to go down the stairs to see him.
I was kind of in disbelief at the time, so I didn't even think to whip out my handphone. That would have probably been a good idea, to at least have some proof of some kind. Heck, I forgot I even knew how to tell him off in Korean at that point, and it might have proved more useful than some of the other words that came out of my mouth at the time.
It was a terrible thing to see on my way to work. I feel kind of violated in a way, but I'm a big girl, I can handle it. Mostly I'm just thinking how terrible it would have been were it one of the children in my building who happened to come down the stairs at that time. That's enough to scar a child.
I'll keep everyone posted - hopefully this guy will get what's coming to him. |

I forgot to add that we have a Korean friend who will come to help us translate the details to the police and to our landlady. Will it help at all that we have a Korean person helping us? Will the police be less likely to brush us aside? |

i have a story similar to this....
so i was walking with two of my friends from a downtown bar at 6 in the morning and outside the local movie theater there is a weird guy in his car that (from a distance) looks like hes having a seizure or something of that nature....as we got closer we see its some dude having a w4nk in his car (we were suprised by this initially but in our drunken state we laughed and referred to him as "jerky") and he was seemingly oblivious to other people around him and the roads werent exactly deserted either (maybe he saw a hot ajuma or something) that was not the sort of behaviour i would have thought to have seen in a public place in korea...
but what happend to seoul shakin was just foul and i hope it doesnt happen again!!!!  |

It will probably be beneficial for you and the police to have a bilingual Korean friend on hand to clarify details, field questions, and speed up paperwork for filing a complaint. And I'm sure having a Korean explain to male police officers what the guy was doing will be a lot less unpleasant for you. But your chances will depend most of all on the attitude of the individual officers than on my or anyone's guesses or experience. My personal hunch (which shouldn't deter you) is that they're probably not very accustomed to receiving these sorts of complaints, and even if they are becoming more common, I don't recall hearing of a case where they went out and nabbed someone. I have heard of a case a long time ago where girls' middle school guards chased down and beat up a serial flasher, though. |

Sorry, as a female, you shoudn't have to put up with that kinda crap anywhere in the world.
On the other hand, as I guy, I've had women show me their things in public a few times and I really didn't mind.
Not to make light of your situation too much, but I guess we'd call that a double standard? |

The guy's pathetic for feeling the urge to spank in public, but -- and I realize this may be a poor choice of words -- his act wasn't directed at you, was it? I mean, you just happened to walk downstairs while he was, euphamistically speaking, relaxing with his thoughts.
Not that I condone it, but he wasn't exactly following women or little children around, right? He thought he was alone, and given the circumstances handled the, um, situation as best he could.
