Does anyone else get this on their water bill?

상수도요금 Google translator says it means waterworks fee

It's running me over 30,000 a month. I showed the bill to my director's husband (they used to live in the apartment) and he didn't think it was unusual. But I haven't heard of anyone else having such a high water bill. FWIW, I live in a villa. Anyone else?
