getting repairs done to our apt, who pays?

OK we have a major maintence problem to our apt. What I dont know is who pays for it. My univ loaned us the key money and we pay the univ interest (I think its the wonsei) its not their apt, I went to a real estate person and found it. Do we have to pay for it or should I go to my univ and get them to pay for it.

Whose name is on the lease? What's in your contract? What's in the rental contract?

In North America, when you rent, the person renting the apartment handles the major maintenance. It's in the contract (or at least assumed) that the landlord will provide a well maintained apartment. You agreed to rent, for example, an apartment with working plumbing. If the plumping stops working, the landlord has to fix it (unless of course you ruined the plumbing).

Does this agreement hold in Korea?

If your hagwon is providing you a place, it can be inferred, at least, that the hagwon has to provide you with working housing. If it stops working (like your ondol system goes belly up), they have to make it work again.
