simple: elections during the middle of the president's term (ie. no presidential election).
How hard can that be to figure out?

since i'm not american, i never knew nor cared what the u.s. senate or congress did
then they approved billions to allow Bush to make war internationally
and suddenly such domestic politics became relevant |

| Midterm elections are just another way for franchised Americans to choose between two parties who do not represent their interests. Kind of like Presidential elections without the Presidential candidates. |
