simple: elections during the middle of the president's term (ie. no presidential election).

How hard can that be to figure out?

since i'm not american, i never knew nor cared what the u.s. senate or congress did

then they approved billions to allow Bush to make war internationally

and suddenly such domestic politics became relevant

Midterm elections are just another way for franchised Americans to choose between two parties who do not represent their interests. Kind of like Presidential elections without the Presidential candidates.
