almost no governement programs will sign a contract that is not one year. i am sure there are exceptions, but they dont want too long of a committment (over a year) and they dont want it too short or they have to pay the airfare and worry about a hiring someone else. your school doesnt have any control over this if you are in a program, and the program doesnt care, you are just a number, a teacher, not the person they work with. to them it is easier to hire a new person, not caring about the quality at the normal time, then do anything extra for you.
about vacation time, many schools will make under the table agreements. agian, they cant change the contract, but you can ttalk to them and tell them how important it is. put in terms like "i will only take a job that gives XX vacation time" they may agree to have you sign the regular contract and give some extra time. of coutse, if they decide not to honor that agreement, you have no way to enforce it.
if you are not in a program, and are signed by the school, then they are BSing and can do anything they want. schools signing independently have COMPLETE control over the contract, i have seen 6 month extensions in those situations.
