How are these charged? Which ones get charged based upon the individual apartment's usage, and which ones are charged based on averaging the usage of the whole floor or building? |

It really depends on your building. In my case, I'm charged for the electricity, cold water, hot water, and gas that I use. There is another fee which covers building maintnance. |

Well I don't know if you can read Korean, but try to match these characters to what you see on your bill.
일반광리비 - this is the general management fee
기본전기료 - basic electricity fee
세대 - anything with this means personal costs
공동 - anything with this means common, shared cost
전기 means electricity
수 means water |
