How are these charged? Which ones get charged based upon the individual apartment's usage, and which ones are charged based on averaging the usage of the whole floor or building?

It really depends on your building. In my case, I'm charged for the electricity, cold water, hot water, and gas that I use. There is another fee which covers building maintnance.

Get something like a 100,000 won service bill from the management dropped into my mailbox every month.

Well I don't know if you can read Korean, but try to match these characters to what you see on your bill.

일반광리비 - this is the general management fee

기본전기료 - basic electricity fee

세대 - anything with this means personal costs

공동 - anything with this means common, shared cost

전기 means electricity

수 means water
