I found this and thought it was interesting:

In a declaration issued by the official Central Committee of the Democratic Front for the Reunification of the Fatherland, the DPRK called upon "all the fellow countrymen in the north, the south and overseas to bravely come out in the struggle to frustrate the U.S. hostile policy toward the DPRK and the former's sanctions and blockade against the latter," reported the KCNA.

The DPRK said that as a result of its "Songun politics" (army first policy), it had become a member of the nuclear club.

"The nuclear weapon of the DPRK is used to defend peace and the Korean Nation," said the declaration.

The DPRK announced on Oct. 9 that it had conducted a successful underground nuclear test, drawing universal opposition from the international community.

The United Nations Security Council on Oct. 14 unanimously adopted a resolution imposing sanctions on the DPRK as punishment for the test.

It echos the sentiment that a lot of South Koreans share. I've had a fair number of people here in the ROK tell me that "the north would never use Nukes on us" ... "The bomb would be too big and it would kill everyone on the penisula".

I'm not sure if the North would or wouldn't, but after I explain to them the blast radius of a single bomb.. and the general trends of wind direction on the peninsula, they start to figure - "hey, maybe they could use one on us".

My Apt. is right in the "white area" of the strike zone.

I don't trust the DPRK not to use them.

I've never understood this argument. Their "brothers" would never attack them? Isn'y that EXACTLY what they did 50 years ago? And how many thousands were slaughtered back then? Not much brotherly love that I could see.

I've had this conversation with Koreans too. It usually goes something like this:
Korean: "I'm not really worried about North Korea- they'd never attack us"
Canadian (uh, me): "What do you mean? They did attack you, fifty years ago; the Korean War."
Korean: "Oh, that was different."

Last year I was tutoring a student who had lived abroad for most of his childhood. He was not in my classes but wanted practice for the early entrance interviews. We talked alot about the NK/SK thing. He told me that one point of view was that the SK's hoped NK had the nukes so when they rejoined they would have them and be able to stand up to the US. Well, now we know they have them, reunification does not look any closer, who are they inteded for?

ROK: "Cool. From now on our rice and fuel aren't for you"!

I'd say it actually is different now. The Korean war was a post-Japan, Cold-War power-grab. Kim Il Sung was given the go-ahead from Stalin, and was backed up by Mao. The North was also the stronger side in those days, they had a good chance of winning the war outright and holding on to their conquests. Circumstances have changed alot since then.

Jong Il wouldn't gain anything from starting a war he can't win. In fact, the North's regime relies on it's confrontational stance against the US for it's ideological justification. In other words, in order to stay alive (and keep power), Kim Jong Il needs to talk tough, but not actually fight. I highly doubt he'd nuke (or even attack to any extent beyond a few token border skirmishes to keep up appearances) the South.
