Got E2 but no ARC. Can I leave the country?

A friend of mine just went to Japan this week to get his E2 visa and needs to go to China next week so his passport is now at the Chinese embassy.
However, this means that he is unable to get his alien card before leaving the country.
Does anyone know if it is possible to leave the country with a visa but no alien card?
Can you get a reentry visa at the airport even if you don�t have alien card?
All help much appreciated.

You have sixty days after you get your visa to get your ARC, so I don't think it will be a problem.

If the E2 visa is multiple entry (Americans get them automatically, Canadians have to request them and pay extra, I don't know about other nationalities) you don't need a re-entry permit. If the E2 visa is single entry, you'll need a re-entry permit, and you can get that at the Immigration office in Incheon airport. Just make sure you show up at the airport extra early (at least 3 hours before your flight) to give yourself enough time to get the permit before you board.

A Canadian teacher and an American teacher of mine left on vacation the same time. Both had E2 visa. Neither had an ARC card. The American had no trouble as he had multiple entry. The Canadian wasn't able to get a re-entry without his ARC. He left anyway, and had to go on a visa run, as they voided his first E2 visa.

This is NOT quite correct.

You have 90 days to get your ARC (not 60)

AND

You MUST have your ARC to get a re-entry permit. The airport will NOT issue a re-entry permit with out an ARC. Your local immi office can do your ARC and re-entry permit at the same time (Seoul office is currently doing them in 7 days / application to delivery).

The exception (as noted above) are Americans to get a multiple entry E2 visa.
