i am working a one month temp fill in job teaching in a public school after-school program. the agency is going to pay me, but they say they will take off 3.3 percent for income tax. since i am not on a visa with them, and have no ARC, how can they take off taxes?
and before anyone jumps on the bandwagon - no, i am not here on a tourist visa and yes i do have a degree and yes i do know it is illegal to work in this capacity.

Since you and your boss are doing illegal activity, your boss can deduct and pocket what ever percentage he wishes. And there's nothing you can do about it.
Are you going to go to the labor board? Tax office perhaps?
You should be glad that his not deducting 100%.
If 3.3% deduction burns you, you can simply quit. |

Your illegal activities are still taxable. That's what Al Capone finally went to jail for: income tax evasion. They never got him for his other illegal activities. It seems that whatever you do, you should always find a way to pay the tax man. That's why the mafia has to buy into legal enterprises in order to have a legal income to pay tax on.
Of course, these people probably won't be paying the tax money in to the Korean tax authorities. It's all under the table. Your eyes are wide open. You know what you're in for, so make your best deal and keep your mouth shut about it. |

either call him out on it, or just do it. obviously you cant complain to anyone. but this raises the question of what will happen in the future. if he knows you cant comlain, what happens after you finish if he tells you he cant pay you? since he is doing this, i would request something like getting paid every week, that you wont dont take it in the pooter at the end of the month if he feels like jerking you around. |

Ask him for an OFFICIAL receipt.
When he says no then request the tax money back and if he says no then either deal with it or quit.
Or... Ask for a 3.3% raise. |
