| Which has the better winter climate? Busan is further south but I've read that the Taebaek mountains block most of the winter wind, and there's nothing worse than a really strong wind in the winter. I've never been to Donghae before. |

Then cross Busan off your list. It doesn't get that cold, maybe minus-3, but with howling cutting wind chill it can feel like minus 20.
Surprisingly, Geoje Island, an hour south of Busan, doesn't get the frigid winds.
As for Donghae, I've been there a couple of times in winter and it's seemed nice enough, for travelling through. More of a summer destination.  |

| It was colder than Seoul when I lived there (at least it seemed that way) but I've lived in Seoul for just under 10 years and I lived there for only 1 year so my empirical data is somewhat limited. |

| Can't speak for Busan, but Dongers over the last few years has been getting progressively better. When I first got here it was bitterly cold with strong winds that made walking the streets an ordeal. Since then the wind's been absent, and so not overly cold, but there's been a lot of snow. |

Donghae is slightly cooler in winter and about the same in busan in summer...
as somebody has already mentioned it does get a bit of snow... |

| Busan isn't that cold, but its true that the wind is rough. You really need a good coat. But Busan is awesome in every other way. I'm from TN in the States, so the winter in any Korean city is rough for me. |

| Donghae is great. Snowed early in december and was very beautiful and Christmas Day that year it snowed very hard but was just lovely. My first white Christmas. |
