MONT-JOLI, Que. � Three people have been arrested, and a search is underway at a Montreal apartment, after police intercepted a car containing 980 kilograms of explosive Thursday night near Mont-Joli., northeast of Quebec City.

But police do not believe the find is connected to the summit in Quebec City where Prime Minister Stephen Harper, French President Nicolas Sarkozy and other leaders of the world�s French-speaking countries are meeting.

�There is no connection between the explosive finds and the francophone summit,� said RCMP Sgt. Richard Gagne, a security spokesman for the summit.

The items seized included commercial grade explosives and detonators. The explosives were reported stolen between Monday and Tuesday, said Surete du Quebec spokeswoman Sgt. Melanie Paul.

Police have cordoned off a section of the central south district of Montreal surrounding the area where the apartment that is being searched is located, evacuating residents and students at a nearby school.

�We are still executing the search warrant and I don�t know for now if they have seized explosives in that apartment,� said Paul.

The operation follows a week-long investigation by the RCMP, the Surete and Montreal Police.
