First off, I am all for freeing up the roads from being blocked by cars parking in places for long periods of time and taking away driving lanes by doing so. So I was okay when recently the sides of some roads have been painted forbidding people from parking in certain places. Fair enough.
One day before I knew the policy had taken effect, I had parked near a subway because it was easier than walking there. I came back... only to find my car gone. At first I thought it had been stolen, until I found a sticker on the road where the car had been. I gave it to a taxi driver and the driver took me to an impound in Bucheon. I live in Yeokgok. So I pay the fine... a little bit disappointed that it had been towed away 10 minutes before I had gotten there, according to the sticker. Hey... I didn't know, but I was parked there for about 2 hours, so fair enough.
Anyway, this brings me to what bothered me about today. Near one of the bigger streets in Yeokgok is a 2 lane street with a bus lane... but there is one place the buses don't use because they don't need to drive on it. Well it is right next to a McDonald's so I will often park there to run in a grab a meal to bring home with me. It's a 5-10 minute stay and most of the time, the 4-way flashers are on, if I can remember them. Well, during of some of these stays in the past, I have come out only to find a sticker on the windshield. I figured it was a warning that the place couldn't be used for long stays and that the car would be towed if the car stayed there. Anyway, today I get a ticket in my mailbox... not an official one, but it did say 40,000 won. So the secretary calls and they send faxes with two pictures of my car out in that place and they say the have two more and that 160,000 won is the fine to be paid.
Needless to say, I'm not going to pay those... at least not just yet. I'm curious to know if anyone knows what the real law or rule is for these tickets. Surely the people who take the pictures must have some required wait time before they can give a ticket? Surely they must wait at least 20 minutes before they can give a 40,000 won ticket. Does anyone know? Or does anyone have any experience with this type of thing? And sure, you can jump on me if you like or parking there... but I believe there is a difference between 'running in and out' and 'parking'... which is why I said I can understand why they towed my car the first time. |

Not to be mean, but you're just trying to define parking in another way.
Don't get me wrong, I feel for you, that sucks, and it's a damned expensive hamburger (had a fifty dollar quarter pounder plus the cost of the burger! in DC once), but if it says no parking, just live and learn and park somewhere else next time. |

I had similar things happen to me. I get one ticket in the mail, then they say there are actually more and the total is 160k...there's a form you can submit to the local district office to protest that, which is what I did (on the grounds of not having ever received the tickets) and I'm still waiting for that to be resolved.
I was curious about that at the time, so I looked up the law and from what I remember they don't give a time in minutes, but instead say something like "a short time" you can park in yellow-striped areas. |

I can't speak for the OP, but there's not always a no-parking sign ... sometimes it's just a yellow line painted parallel to the sidewalk on the asphalt. |

You do not have to pay them until you sell the car, or in my case total the car and have it towed to the junk yard. |

Ah, fair enough. That double sucks, but I dont think he could fight it. I wonder though if he can renew his licenxe or get new plates if he doesnt pay? |

Thanks... this is what I was wondering. Yeah, there is no sign... just some yellow painted words on the ground there. And I will contest that it has always been just a 'short time' if I have too... and get the McDonald's staff to write up a note saying how frequently I get 'take out' there if I have too. And the comment about not getting the tickets when you should, was right on the money too... where was this letter 4 months ago?... "oh we won't send it then... we will let you think there is no fee and then give you a huge bill". That's terrible. |

this is correct. I had to pay parking tickets that were a couple of years old when I sold my car last year. |

I used to park close, not that near, to a subway station opposite a bunch of restaurants. I was doing this for about a month and then one day returned to find two tickets on my windscreen.
This must not be right, one traffic warden comes along and slaps a fine on the car and then 45 minutes later some other eijit warden slaps a second fine on the car because it's still there. Well logic would deem that if the car is still parked there with the first fine is still under the wiper blade then the owner of the vehicle is not yet aware of the fine/violation.
I thought nothing more of it and waited for the fines through the post, that never arrived, but now from reading the posts, i now realise that I will get a nice little surprise when I come to sell the car. Lovelly...  |
